Can't Ally

In my most recent game I was playing as the Torians. I had conquered the Yor and the Thalans and I was allied with the Terrans and Drath. The only remaining civilization was the Arceans. I was going for a Diplomatic Victory but I could not ally with them. Alliance was not an option under treaties. Both our attitudes were Friendly and we both had Alliances. Ultimately I ended up just researching a technology victory while all my allies watched. Has anyone else encountered something like this? Is it a bug, or something with the system? I think I remember it happening before also, but in that game I probably conquered the other civ (or quit out of frustration).

You really need to be 'Close' to ally. It's been unintentionally working at Friendly most of the time since 1.2 or 1.1, and it appears that that may finally be fixed in 1.3b3 (available on SDC soon).

I was playing a game where I could not ally with the Torians. I had much greater military and influencal power than them and no matter how much free stuff I game them, which was a ton of military ships and cash, I could never get the ally option to show up. On the other hand, I can often get alliances with races just by giving them the tech or later in the game, by giving them a few ships.
