ToolTipText malfunctioning- Help?

My tool tip text appears underneath everything. I don't know how this started to happen. The only way for the tooltips to appear correctly is if I set the object z-order to 'always on top' or 'desktop level'. Needless to say, that's not what I want. Has anyone ever experienced this problem?

Any suggestions?
