you mean United Planets though, not UN. The vote things are entirely random and you can't submit anything to vote for. Sometimes an item will come up again for revote, but its random.

And leaving the UP means that you can ignore the UP laws, but at a price, you can't make trade routes with anybody, which is bad for your economy if you don't have the capacity to make up for it. And once you leave the UP, you can't come back in.

Leaving the UP doesn't hurt your economy since trade makes almost no money at all, and there's little use since the only way to get pathetic money is to fill the trade route with economy starbases, get a route that's at the other side of the galaxy. I usually find it a waste of prodution to even research trade and build freighters, it's only any good if your planning on a game that's gonna last around 15 game years, and that's just to have it aroundfor a sense of accomplishment. One trade route can barely pay the maintnence of one of my battleships.

leaving the UP means that if the races you play against, vote for "Tax for colonies in a sector they are not owned", you don't pay tax if your planet is on a sector you not owned.. and stuff like this, if they are voting for a planet that will be the UP HQ, you won't be the one who will get that Chance you got it?
