I was wondering if it would be possible to have the planets have cival wars and governmental problems existing in the planet it's self and if so then perhapes you could lose aproval have production issues or even the ablity to have the loyalty increased or decreased if you take action to step in as a glatic ruler and fix the problem. Possible idea for expansion or games to come

Well you more or less have that now with moral problems and planet defections to other races and formation of minor races. Or are you looking for a full blown war where you need to add strategy ?
