NEED HELP ASAP

alright im in the middle of a game and bam the drengin attack and of course i have a fairly stable economy but i cant get them to accept a peace treatie and defeat me each time because my economy won't support many ships because of the cost to maintain them. What do i do to help keep alive long enough to win?
