cant build manufacturing capital

in v1.2beta2

I'm playing as Terran and I don't get an option to build a manf capital.
Its not on a planet I conquered.
And I've got Xeno Industrial Theory (not sure if I researched it or trade for it).
Any ideas?

If you've conqured a planet with a Manufacturing Capitol, you wont be able to build another (since you can only have 1 per empire).

Let us know if this isn't the issue.

What if you have one already and take a planet with one? Do you get the benefit? Or can you destroy it to get the tile back?

Yes you get the benefit. And as usual with the capitals, you can't destroy it.
