Metaverse option gets greyed out

I have been able to grey out the metaverse button and it does not become clickable again until you restart the game.
At the title screen, click on new game, then click next to get to the "pick your civilization" screen. Hit back twice to get to the main menu. The metaverse button is greyed out.
