Pirates and ship quality

I must be missing something ... The random event when you colonize a planet - Pirate Base blah blah Evil option - tolerate them for a nnn-300% boost in ship quality So I select evil - Nothing seems to happen to my ships as i build them - no extra hp Do they become cheaper? Cant seem to figure it out. I seem to recall this happened in GC! too :NOTSURE:

Supposedly, any warship built on that planet has stronger firepower. I've never paid attention to see if it's true.

If a planet has a ship bonus of X% then ships built there have their weapons (and maybe defenses, I don't use them) boosted by X%.

Just weapons dosn't increase your defense.. only military starbases can up yor defense..
