AI Problem in 1.11

In 1.11 I'm attacking the Drengin with an Iconian culture starbase near one of their planets, and I've got a few transports waiting in the wings to swoop down on the Drengin planets. The Iconians just declared war on me stating that I had transports circling their worlds.
