Try this:
Right click your loader icon, go to properties. Where it says "target" at the end of the target line in quotes, press space then add in nointro (similar step to add the cheat tag, you can have both the cheat and nointro just type space then cheat after nointro). This disables the intro movie, which is what seems to be causing GalCiv to not boot up properly.
Your target tag should now look like this:
"C:\Program Files\Stardock\TotalGaming\GalCiv2\GalCiv2.exe" nointro
or with the cheat tag as well:
"C:\Program Files\Stardock\TotalGaming\GalCiv2\GalCiv2.exe" nointro cheat
That was my issue, just spreading the word in case someone else has a similar problem.
If all else fails, I also reinstalled galciv, but try this step first and see if you can save those precious game saves.
