Life support and starbase question

I thought the type of life support that was put on a ship determined how far it could go from the ships home planet. When building a ship, basic life support shows as .3 sectors, so I assumed that a ship could only go that far. However, I've sent ships out 3-4 sectors regardless of life support. So what exactly is life support supposed to do (what kind of game effect)?

I built a mining starbase on a resouce just about half a sector away from Earth. A couple of turns later, I looked at Earth's "detail" screen in the "starbase bonus" area (upper right hand corner) and did not see any bonus noted as coming from that starbase. Am I missing something?

I noted a similar problem when the Senate voted that one of my worlds should hold the Galactic Prison for several years. It was supposed to see a 50% increase in production, with an accompanying risk of rebellion. But even though it appeared on the UFP enacted bills screen, there was no mention of it in the planetary details.

Examining the production times, as well as problems with other legislation (increasing the number of trade routes didn't seem to work, for instance) led me to believe that the UFP is broken, and that their bills have no effect.

You get a base range that your ships can travel from your nearest owned object, either a planet or starbase. Life support extends this base range, instead of being the only determining factor in how far a ship can travel.

Resources are global in effect, and therefore do not show on the planet screen. Individual starbases (econ, influcence, military) are the ones that have an area of effect. If you look in the civ manager it should show the mining resource there along with any others that you have.

Edit: I believe UFP resolutions are also global. And they DO rebel, trust me on that one.

UP isn't broken, trust me. While no mention is made of the production bonus in the screens, reports are that if you make note of production on all your planets before and after, you'll see the jump. Obviously, finding it in the screens would be nice, but you do get the bonus, and they certainly do rebel (it hurts...). And other UP bills also take affect, sometimes too much effect...

Ya, I had the constructor minimum speed one (two parsecs I think was voted) and now no matter how many engines i put on (had 6 warp drives on one) it can only got four parsecs. Really sucked cause it happened right as I was fortifying my starbases to go to war
