Ship Speed not upgrading correctly

I periodicaly upgrade my constructors with more/faster engines. Version 2 of the constructor had a 4 speed. Version 3 had a 9 speed. Next version had a 19 speed. I upgraded all of my my version 2 and version 3s to version 4. When upgrading finished I sent my constructors off to quick build a starbase. That's when I noticed that they were only moving 4 spaces. I check them all and see that they now have 4/4 or 5/5 for movement. I then produce version 4 on some planets and see that after I launch them that they have movement of 19/4 and sometime 19/5. After the initial 19 is used these constructors now move at 4/4 or 5/5 like the upgraded ones did.

Any one see this before?

ive heard of something similar due to a UP decision to make constructors have a base speed, but the effect of it actually set the speed of all constructors to whatever number was voted on. so it could be something like that, but if it is i doubt you'd have the difference between having 4 and 5 for speed. thats the only help i can offer though, its the only time ive heard of anything similar

Yes, you got hit with a UP Resolution that was supposed to set the base speed of constructors. Instead it locks the speed to whatever the UP voted on. I first posted on this a couple months (3-09-06) ago, but never got a response from anyone at SD and it wasn't fixed in 1.1. No clue if they plan on fixing it.

Anoter UP vote that seems whacky to me is the troop transport one. You vote on weather or not to give transports a base attack. Let's say the vote goes in favor of all transports getting a base 5 attack. What happens is you get 5 per weapon type and a total of 15 attack combined.

Had this happen to me as well, set constructors which had 52 movement to 6. Really annoying. If you leave the UP it fixes itself, but that of course brings its own problems.

I just checked and there was a resolution passed for constructors base speed. A minimum speed of two was what passed.
Can you rejoin the UP if you quit?

Is it really worth it to build constructors with 52 movement? You could probably get two slow constructors for the same price.

Yes, but in a huge or gigantic galaxy, managing the construction of many starbases at once is a lot easier with 20 fast constructors that are "consumed" quickly than with 40 that take forever to get where they are going.

Thats why we need to have the Diplomacy screen enhanced, to give us the ability to see whats on the agenda for an upcoming UP, maybe a month in advance, to give us an opportunity to bribe other civs to vote the way we are going to.
