Really big PQ is off

So, in my last game (played on 1.1 Memory Test 13) I stumbled across a real jewel -- a PQ 20 world (in the Tycho star system. I do enjoy PA.) I send my fastest colony ship, barely beating out the Altarans. What do I find when I arrive? Joy of joys, it's filled with tube worms! Being Yor, the choice was obvious. We had ourselves some BBQ tube worm to celebrate the +~40% PQ bonus I earned.
In my excitement about the success of my last evil act (I was researching ethics, and chose Neutral to stave off any future wars and go for a tech win) I neglected to note the new PQ. A few turns later, I'm neutral, with soil enrichment. I check the PQ, and it lists as 67.
Yes, I typed that right. 67.
Wow! Except... it isn't right. Even given approximately 40% from the PQ boost, and a few tiles from soil enhancement given free, the Q should not be anywhere near 67.
I count tiles, and it isn't. It's more like low to mid 40's, which is about right. Except the planet still lists as a 67.
Researching all the way through terraforming didn't add a single tile to the planet, nor affect this number.
So... there appears to be some sort of mistake in very high PQ worlds.
