Creating a fair, pre-colonised start

Hi all,

Is there any way, or does a mod already exist, where I can start on a map where all the planets are initially taken and distributed fairly in terms of positon and quality? I'd like to play a game without the early rush because it is a bit of a crap shoot and can really cripple some of the AIs.
