We havent seen that issue is quite some time. What links did you follow whereby you could edit someone else's empire?
EDIT : Just to be sure I created a new account, created a new empire, created a new character, went to Edit My Empire and then to Edit My Characters - through the whole process, in order, I was unable to duplicate any situation where I was in control of someone else's empire. I'm definately going to need more feedback from you all with regards as to exactly how you were able to make that happen.

The metaverse is tested with the latest version of firefox, you absolutely must have the latest version installed. Because they release new versions so frequently, and the fact that there are so many versions (which changes between each) we can gaurantee that the site will work properly only with the latest version (which happens to be 1.5.0.3 right now).
Even though firefox builds should be identical between the many operating systems that they release a build for - since the game is available only on the PC, we only test the PC versions of firefox.
IE Version 6.0.2900.2180.xpsp_sp2_gdr.050301-1519 is the latest version of IE and the version that we test the metaverse with.
If you're using a version other than that (the 6.0.2900.2180 is the important part) then please post your IE version along with operating system specs, including service packs. If there is a continued issue, we'll attempt to get setup to test that particular version.

I did nothing more than follow the standard links. I'm as baffled as you are. I started a game of Gal Civ 2 then hit Metaverse. It either had my username or I typed it in foloowed by my password. I never played meta before, obviously, so I think I had to type in "rivak" and then my password. It said I didn't have a character or empire or whatever it says so I clicked "Yes" to make one and my IE6 popped up, the version you state. I was able to successully create an emipre, Dogen, including uploading a pix of Koko and a tagline from Monty Python and the Holy Grail, "What? The curtains?". But when I clicked on edit characters I was not presented with the red "add character" prompts. After stomping my feet and posting I thought of closing the browser and I think I restarted my PC as well. Maybe I didn't restart. Behold, I clicked on Manage my Empire, or the like, then edit characters, and the red prompts for a new character were magically there. I made a character Koko and uploaded Koko's pix again. There was a strange blink of the browser and I thought, that's odd. At this point I still had Koko there. I clicked on manage my Empire and behold, my Empire was "Imperial EarthForce" no space between Earth and Force as far as I could tell. I even saw their characters. I clicked edit and it sure looked like I could edit so I didn't, lol. Then I thought, let me log out (from stardock, or I pressed "log out" in any event in that Empire window). I logged out and back in and Dogen, my proper universe was there and so was Koko. Beats me.
Another possibility is that I was creating my character around the time that your forums go down for maintenance. Maybe that had something to do with it. Wild guess there.
Yeah, those are some pretty wild assumptions/guesses. The metaverse system is wholly unrelated to the forums. Best I can figure is that it was a glitch in the core of the scripting engine at the time. I've tried numerous times without being able to duplicate that situation, and we've never been able to register and get control of another's empire. The mystery continues...
