Tech Tree vs. The Campaign

I am curious as about the first couple of scenarios in the Campaign. I know that the tech tree is somewhat streamlined in the beginning. How come, when my espionage says my enemy has Laser I, II, III etc., the only defense I am allowed to research is Armor? Wouldn't shields be the more logical choice? I'm not a dev or a modder. I just play because it is fun. This just does not make sense to me. I am guessing there is a perfectly logical explanation for this.

It comes down to, basically, because you're playing the Humans, and they don't know deflector technology yet.

Later on in the campaign, your 'allies' give you several ships with shields, and the technology to research them.

does the camping is very different from normal game ?

Im noob to galactic civilization, never played the first... so I'm playing normal game in galciv2 to learn and have fun.
