Alliance and Diplomacy

I played my first game with the Beta 4 (0.18) installed and noticed something wich might or might not be a bug. Whatever it is - its not disrupting the game or anything. Just wanted to let you know.
I was going for an alliance (had alliances researched) victory and so I checked my relations frequently to see if I was "close" with anyone and to trade them the alliance tech if needed. I had friendly relations with some races but I also got the opportunity to ask for an alliance in the diplomacy screen - wich I did and I got the alliance. I thought you needed to be close?
There was even one race that showed the alliance option in the diplomacy screen while at the same time it showed that I could trade them the alliance tech. I thought both needed the tech or is it just one of the possible allies? ( I did make the alliance without trading them the alliance tech btw).
And when I compared the relations from other races ( because some of my allies didn't like each other very much and I wanted to keep an eye on that ) I noticed for example that the Torians specefied their relation to the Drengin as cool or neutral while at the same time the Drengin regarded the Torian as hostile. I thought these "affections" were always on a mutual basis? Or is it possible that one race likes another one that dislikes it and are they aware of that?
