Can't operate surrendered planet

Not sure if this is a bug or newbie lack of understanding, but I recently had the Torians surrender their empire to me and it included a PQ 15 planet that sadly I could not build anything on. No matter what I did, it always said "Never" for any improvements. Is there an in-game explanation (like you can't rule an alien race) or was it just some strange bug?

What version are you playing? Earlier builds did have a similair issue I beleive. Check the Change logs in the Journals section here on the site for info.

Did you have your industrial slider turned up enough for the available factories on that world?

Game is v1.0X.1. I cranked the industrial slider way up, changed the focus of the world, etc. Nothing seemed to help. Max population too (5.00B).

I've had similar issues with the most recent beta (1.1b4). I'll have a few planets defect to my empire and, despite having two or three industrial centers with a social focus, they only have like 6 or 7 social points and a population of 11 billion. Compared to the two or three industrial centers on my other smaller planets (population 5b), which have social focus and around 30 social points. It's rather odd. Unfortunately, it doesn't always happen, which would make it a pain to seek out the cause. On another note, these were planets I had traded to the Arceans when they were being snuffed out because I didn't want those planets (they defected to my empire, so I traded them back; now they defected to me again).
