Alliance Tech Requirements?

Do both parties have to have the alliance tech before you can request an alliance from another race? If so its pretty silly, because it leaves the player at the whim of the computer's tech research. Their have been some times when in the face of an overly strong computer opponent I would like to start some sort of grand alliance to counter them but cant even though I have the tech. In my opinion it should just require the asking party to have the tech.

P.S. I play with no tech trading so just giving the tech to my would be allies isnt a possible work around.

No... both parties do not need the tech. All you need to do is get to a *Close* relationship status with the AI then you can offer the alliance if you've researched it.

as i understand it, you also have to have the same alignment... if i'm wrong, please let me know.

Nope, as far as I can tell you don't need the same alignment... Most AIs don't seem to pick an alignment at all, they just "lean" in one or the other direction...

They don't pick an alignment until you sell them Xeno Ethics. You can have an alliance with all sorts. I had a game where I was allied to humans and drengin.

Both races need the Alliance Technology, and you need to have "close" relations. The second usually only comes after you have a sizable military, and a lot of trade routes with the race you are trying to ally with.

The two primary steps to building a "close" relation with another race is as stated above: make multiple trade routes with the race; have a larger military rating than the other race. Being the same alignment, and not having any troop transports near any of their worlds (Within sensor range) also helps.
