Neutral alignment = free starbase upgrades .. LIAR!

I want to say I'm running Beta3B... but I could be wrong. (slacking at work rather than posting from home).
I went neutral, I even picked up just about every galactic achievement for neutral. Starbase upgrades used to be free in the release version. Was that removed or is it just a bug?

Free starbase upgrades are a benefit of evil races, not neutral.

Don't forget the "Neutrality Learning Centres" that are in the game now (and better than Discovery Spheres, for less build cost and much earlier), and the trade bonuses.

Not bad luck at all - I feel that Neutral is the best option now, having been dedicated "pond scum" so far.
