Noob Question

How do I form an alliance?

I know this sounds stupid (and it is), but I can't figure out how to ally with other races. I've researched alliances in the tech tree, even traded the tech to races I want to make alliances with, looked through every menu I can find, and read the whole manual. Can somebody help me out?

to from a alliance you need the following:

1) "Alliance" Tech (only you need it, your target race don't)
2) "Close" relationship (close, not just friendly)
3) Propose and accepted by your target race
