Update:

Smart Exception did not come up with a report and I found nothing in C:\

But when I looked closer I found that there actually was a report. I guess this changed with the last update to SmartException?

However I send the report to 'support@stardock.com'. The gernerated subject is 'GALCIV2 - 0x4ab6d4'.

This is not of high priority, but I guess you are interested in this kind of stuff, right?.

Many thanks in advance.

Erm, smartexception is the debug.err file. That's what it makes. Is your resolution to high? 1600x1200, make sure your screen resolution is matched or less. If I remember, there are certain resolutions the game doesn't support (do to it being based on multiples), that could be one of them. Memory and drivers are good, try going into "preferences" and opening in windowed mode.

Oh, and regional settings should be U.S. to play the game.

EDIT: I think there is also an issue with having two CPU's, but that's not something I know much about.

No, debug.err is a standard feature from the game. SmartException delivers more info in case of a crash.

Yes, the resolution is identical to the normal resolution and it is on 32bit. Without the quickstart option it runs fine (apart from the very loooong time it needs to start). It does not help to reduce the resolution, too.

It's totally unacceptable to force someone to the regional setting U.S. to play the game.

I only have one CPU.
