[bug?]United Planets War Tax calculation

15% tax on races at war.

This tax was approved in a game I was playing. I was charged 30BC tax, but my total income was 800BC. 15% of 800 is 120. My military budget was 189BC. Anyone seen this? I have a save game for review, if needed.

What was the tax rat set at? If it was 15%, I think I know the answer. 15% of 189 (your military budget) is 28.35, which is close enough. The tax might just charge your military budget.
