unexpected crash

im pretty sure this has not been posted. at least, most of it.
im playing galciv2 DreadL, not the beta version, my mouse always is jerky and it flickers (i have slow comp) but my point is that once, in the middle of nowhere, my screen freezes up. i can hear music. not a loop. i cant see my mouse. i can see everything normally, but its "locked". did i press the wrong butten?
Also, what would be a video card that would work on the minimum requirments and that is compatible with directx?
note- for some reason, my notepad has "vanished" from my comp.
i need a better video card. whats a ok one not to co$tly and will work well? i have pent 3 dell dimension 4100 with windows xp. it meets minimum requirments. i just want to see the detail on the ships and whatnot.
