Does difficulty affect planet quality?

I tried several games on "challenging" level and it seemed like I could not get a decent set of planets in my starting region. When I set it back down to "normal", it seemed more generous. Does anyone know if the higher level reduces planet quality?

I don't think so.

I don't really know either, but it's possible, depending on both the difficulty and the overall planet setting you picked at the start of the game. While it may not actually change the planet quality, it MAY have an effect on the planets' proximity to you. I don't know, just idle speculation...maybe someone from Stardock could clarify if it's there or not.

I don't think it has any effect. Playing games on Crippling I seem to get as many as normal.

no, difficulty level does not change planet quality.

Gut feeling here (totally unconfirmed scientifically) it seems like no matter the size of galaxy/number of planets/number of habitable planets, more will be habitable if there are more civs to start. IE, all things equal, it feels to me like a game with 5 civs starting will have more available planets than 4 civs or 3.
