Icons on Buildblocks in Plantary screen

Hello my fellow addicted GC2 gamers 
Im playing the game for a short while now and im pretty amazed about this. However i've got a question which was not answered by rtfm.
In the planetary screen you build all kinds of buildings to let the planet prosper. Several planets have special icons on their tiles which enhance the effect of a specific building.
Most of these icons i've figured out what they do but there are some which i don't completely understand.
Approval + X00% - This one for instance is unclear to me. Should i build an entertainment network here to apply this bonus?
Meaning entertainment network gives approval bonus?
Influence + X00% - This means i should build an embassy to apply this bonus given embassy increases my overal influence?
I hope someone could enlighten this for me
