Creating a Civilization-Technology Tab

I am new to GalCiv2. When I get to the screen that allows me to allocate remaining ability points, I do not have a problem. But on that same screen I cannot access the technology tab (grayed out), even though the plyers guide says I should be able to. This tab supposedly allows me to allocate research points for new technologies. am i doing something wrong?

You can only choose technologies if you're using the Custom race option. If you're modifying one of the pre-existing races, (e.g. the Terran Alliance), then you can't change the techs.
