How do you keep ships on a setting permenantly?

How do you keep ships on a setting permenantly? i.e Guard,sentry,attack all enemies. After a few turns the ships in question revert to stand-by mode which is frustrating if you have a lot of fleets.Ive lost quite a few planets because enemy fleets just fly past and invade while my fighters/defenders just sit there! BTW does guard mode actually work? And whats the difference between guard and sentry modes?

It's in the manual but Guard turns off only when enemy ships are nearby, Sentry turns when any ship comes nearby.

What it is it that it removes the ship from the manual Queue. If you are hitting the end turn button and it hasn't turned Green.. it means you ahve some ships that are still not done.
