Neutrality Bug

One of the things I love about being a Neutral Civilization is getting all planetary improvement tiles upgraded instantly after researching Xeno Ethics. Upgrading planetary improvement tiles does is not just limited to the planets you currently own, but also to the planets you receive later in the game, from colonization, military takeover, or cultural domination. A rare event happened to me in one of my games, some volcanoes changed a planet into a habitable one, and I was chosen to colonize the planet. Except, this time, the planetary improvement tiles were not upgraded, and I would have to reserach those techs to upgrade them. By this time in the game, I wouldnt be able to completely fill the planet with social projects, but, nevertheless, it is still a bug, albeit rare, should deserve some attention.

In my experience, the neutrality auto upgrade of tiles does not work on conquered planets and I am not certain it works on planets colonized after the event (don't remember).

Maybe a bug, maybe that's just the way it works. I can agree that it should work like you say but either way it is not a big deal to me.

I would much rather have a flag on starbases that are open or become open for new modules.

Hmm, I just thought of an exploit.

Go to neutral, get the tiles upgraded, then switch to good or evil for the other benefits...

2500bc to save a lot of time...

Overall, I'm thinking the alignment system, while a good idea, needs to be reworked in the expansion- make it harder to force-change your alignment, and maybe tone down some of the benefits...

Also the Neutrality Learning Center does'nt show up, or is it even a building.

To Sunofvich: Neutrality Learning Center is not implemented in the game as of now.

To Astral: You can't change alignment after you have selected one. Before you only have tendency for one alignment but do not receive benefit.
