planetary defense improvement does not work

hi
there should be a 25 procent boost for defending planet for invasions when build this inprovement but a see no differense when i be attaced. the defense value for the ship is not changing
mayby a bug???

Invasions are done on the ground with soldiers, not in space with ships.
