Am I doing something wrong?
I'm having to burn all my starting dough on Colony ships...

On Normal game level, I'm finding the AI colonizes way too quickly. I have found the only way to beat them is to keep buying colony ships -- even before you reach the first neighboring star system -- and keep buying them until I run out of money. I don't like doing this, as I like to use my money to buy a factory for my colonies, but if I don't, all the planets will be taken.
I've even gone to medium habitable planet levels to increase how many planets are available, and still I wind up with far less than any other AI unless i buy ALL of my colony ships immediately at the start of the game. 
(I finally maxed this strategy out my last game, which wound up being the first Normal-level game I've actually won [won by cultural conquest])...
