Battle of the Gods mode question

I got bored of all the AI tech selling/trading hassle and wanted more combat, so I only play the BoG mode now, as the Terrans.
With all the techs available, why is the AI still building technological capitals, and hyperion research centers?
Also, when I try to counter a single AI ships with 200 beam attack, and 150 shields, and build a ship comparable to this I can't. And this is with a Hyperion Shrinker available.
Maybe I'm missing something, but I thought BoG mode was all techs available for ALL races?
