Lucky Ranger still out of luck

I thought the Lucky Ranger had been fixed, but apparently it still suffers from a debilitating computer virus. This Ranger 'only' lacks point defences, but I have had rangers that would have been formidable war ships had all of their hardware been working properly. I don't know if they have been reduced because of balancing issues - but if so, couldn't the description at least be corrected.
