Governors Question

Am I missing something, On the home page there's a link to a Beginners Guide.
There's a section there on plantary governors which says...

"If you click the little button that looks like it has 2 line graphs on it you are taken to the Civilization Manager. One of the most useful ways to automate things is with governors. The governors allow you to give orders globally and have them carried out. So for instance, you could have all your ships that are going to rally point X to change to rally point Y (or stop going to one at all). You can tell all your planets that are building ship A to build ship B. It's a great way to keep from getting bogged down."

I can see the button to click but it appears greyed out and nothing happens when you click on it?
Is this a currently missing feature or do I need to turn on another setting?

Any help appreciated...

The planet governor is very simple (accessed via planet screen->details button->governor button). Your only options are whether or not it will automatically upgrade your buildings when you research new versions of them, and whether it will automatically add terraforming projects to the appropriate tiles when you research terraforming techs. You can't queue up a list of projects to build automatically on all planets as in GC1.

There are three other 'governors' available in the civ manager, that let you change current ship production empire-wide (based on what the planets are currently building), set new rally points for ships currently bound toward another or not going to a rally point at all, and set rally points for your planets so newly built ships will go to them automatically.

Thanks, now I've found the planet "detail" screen i understand a bit more...

At the top of the Planet Screen there appear to be three options to focus production on Military etc...
Exactly how do they work, If i've already elected to build say a factory on an available square what difference do these options make? I'm not sure how to understand their role

Basically they allow you to change the global spending settings on that planet in a limited fashion. They will basically take away some spending from the other two categories, and apply it to the one you focused on. This can be very helpful, as for example you can set social spending to 0 globally but focus it on some planets, which will then still be able to build social projects (albeit not very fast).
