planetary defense improvement

how does the the planetary defense improvement works.
in the manual i read the hitpoints fot orbital ships increases? mayby a bug?

Once researched, this building can be built on any planet. It "Gives a 25% boost to your planet's invasion defenses." You can build more than one of them.
