In my current game I am up against the Altarins who are a lot bigger than I, so I'm trying hard not to get on their bad side. Recently I was checking their rapport and noticed a negative mark with the text "We know what you are doing..." This is nice and all but what am I doing? I have no influence bases, and generally trying just to keep out of the Altarins way. So what are they pissed about? I really would like to know.

If you have any ships near any of their planets, they may think you're planning to invade them simply by being near them. Perhaps they are just paranoid.

I have found that the AI can at times be paranoid. In my last game, I had three different races give me the whole "I know what you're doing" speach during a war with a fourth race. It's kind of funny, though. I probably would have left them alone normally, but they got on my nerves enough that I decided to go ahead and conquer them.
