How do you make an Alliance Treaty with an alien Race?

I have
*befriended a lot of races
*my influence is 2nd becoming the first
*researched the Alliance technology

but when I speak any of the friendly alien races, there's no option to make an alliance. I got used to this option on other civ games, why is it missing here? The trade here is more understood as creating a trade ship and send it to the alien planets without having to meet and speak with the alien leaders. Is there such a thing as creating a diplomatic ship and sending it to an alien race or setting up an embassy to the alien planet?

There is another relation level called "Close" and once that is achieved with another empire, the option to "trade" Alliance Treaty is available.

Keep up your military, keep them friendly and eventually they'll get to close. Which means Alliance time

First you have to research alliance or trade it from another race, second you have to get the allien to a "close", how to do that, by trading, creating trade routes, building your military so they start respecting you and considering you as a possible ally, once in a while give them so worthless tech you have already research, and that will help to increase the status of the race towards you.

'Close' meaning the relationship level, better than friendly right? Alright I'll try to be 'close' on that. Thanks people.

This is out of topic but related diplomatic option...
How about official declaration of war? there's no'declare war' option on the diplomatic talk with the alien leader, but just to send military ships to attack the alien's properties (planet, ships, starbase).

How about non-aggression treaty talk? Is there such a thing here?

The only way to declare war on one race without first attacking them stuff. Is to go to another race and offer "Attack...." to that race as a gift, or a trade, and that will declare war.
