Help with Rally points

I looked thru the manual twice, but I must be skimming over it. Can anyone explain how to drop a rally point, I have clicked on the ship destination screen, where it says to set, and gives a map, but when I hit the set button nothing seems to happen. I would really like to get in and mess with the Rally point govenor but hard to do with no rally points.

You select the Place rallypoint button from the left side of your UI, place it on the map, give it a name and choose what kinda rallypoint it will be. Select Normal, Fleet or (cant remember ) and and press SET. Now you have a working rallypoint.

On manual (pdf atleast) page 16, you find a picture. The rallypoint button is the number 8.
