What does trade embargo actually do?

There was no mention at all in the games manual about Trade Embargo, and atleast forum search cannot find any topic about it.

Stops them setting up trade routes to your planets.

If you're the economy giant of the game, you can strangle their economy and weaken them.

It needs to be built upon really, a diplomacy option to cause everyone to embargo them would really be useful for stopping would-be conquerers nice and early.
