Starbases, A galactic trade resource

I was noticing in the deplomacy screen that you can trade your starbases to other civs.
-Well im curious as to why you can't see any of the AI's starbase to select for trade. One of the minor races has like 2 resources in my territory that I couldn't get to before them. I was gona give em a tun of techs for those starbases, but I noticed that wasn't an option. I was a little pissed cause now I have to take them out...well I guess thats no biggie.

I often trade for influence starbases from the majors (this is a weakish exploit), but I think you are correct about the minors.

Why can't you trade the minors for theirs. That don't make much sence.

Probably because it's too easy to demand stuff from them.
