Game 'cheating' in ways I dont know?

enemy always has better planets

Now, it's not 'they get to the good planets first'. it's 'my solar system has a class 10 homeworld and a class 4 planet' whereas every other player has a minimum class 14...happens almost every time. have it set on normal across the board. Is it cause I'm using custom races? it's like, one race ends up with a class 15 homeworld and a class 12 planet thats colonized first turn...I know the AI is tough, but how am I exactly supposed to compete with opponents who have flat out better starting than me? on Normal?

Well, each race has a specific starting solar system. Try to start a game with each available race

ok, that seems slightly 'unfair' to custom players then which race starts with that obsceneo one?

There should be a way to 'buy' a better starting system or something for customs.

It seems the minor races generally (always?) have class 15 planets. As for the other major races, perhaps by the time you are viewing their homeworlds they have improved them via soil enrichment? I know mid-game on my large map my homeworld is up to a class 14 or 15 thanks to soil enrichment and habitats.

Im pretty sure most of those that start with PQ15 home world have to +planet quality bonus in thier racial abbilities. This would acount for the home world, and all the others they own.

Yeah, everytime I start a game (unless it's a Duel), it's always a mad dash to get the best planets and resources, which I am always last.

Well I did a little test.

I put two ships between myself and another empire. Behind me I let a world that could be colonized. The ONLY ship to come that direction was a colony ship that left his homeworld and bee-lined to it. Only because I had something sitting on it did I deprive him of that world.

Not one scout or other ship even came this way. oh, just luck I guess

Just because the A.I is better at scouting doesn't mean it's cheating, you're just not very good yet.

In the first one, the AI knew where the planets were. I thought that was supposed to have been changed in this, but apparently not.

The non-human players have Stellar Cartography (sp). They know where the stars are, but not the planets around them.

If you play as one of the other races, you'll have it as well.

Everyone except the Terrans know were the plantes are they just don't know how good they are. And even if you don't have the planets on the mini map shown. You can make an educated guess were they are.
