modding?

The best thing about civ 3 was the ability to mod every little detail. i want to mod this game but dont know how. where is the .exe file i need to click to launch modder? or is it even out yet?

There is no modding program, you simply need to edit the XML files in the data folder. A lot of it should be easily readable and self-explanatory but for that which isnt there will be guides shortly. Aside from those XML files, all the graphics are in common formats (PNG images and DirectX models), and the interface is editable with Stardock's DesktopX software.
