How do you form alliances =)?

Basically i just want to know how to form alliances? would be nice to form them at certain times, im guessing i have to research things but then what

Once you have opponents feeling "friendly" towards you, you can offer an alliance (provided you have alliances researched), I think anyway.

I think it might require "close" but yes. You do however need to reserch "Alliances" first.
