Cannot install the non-core files

Thanks for the awesome game !!!
However, I do like to have some sound in it eventually
But right now I am having problem downloading any of the extra packs. I have already upgraded the core files, but for the life of me I cannot download the other stuff , is there some port that I need to open up ?
I also cannot connect to the irc server.
please help
