This an unusual situation which I have only seen once before, hence very difficult to diagnose. The fact that restarting Windows Explorer fixes the issue, something is wanky during boot. You can control the size of the Start11 menu by selecting a smaller "Group widths," and by changing "Shortcut icons should be sized" in the Configs Advanced options to a smaller size. You can also choose not to show the App list in the start menu. With these settings, you should be able to make the Start11 menu as small as you want. As far as the blur, there is not a way to remove that, although I agree that would be a great option.

You can use the Screen Ruler in Microsoft PowerToys to measure your taskbar in pixels. The latest version is 0.75.1 and can be found in the Microsoft Store. You'll have to measure the taskbar length in segments if you're using the rounded taskbar; if not, as basj said, you can just use the pixel width of your monitor. pelaird

Above, I meant the All Apps list in the Start11 menu, not settings. Try these suggestion in the order listed. Right click on one of the apps with the generic icon and select Icon>Reset to default. Right click on one of the apps with the generic icon and select More>Open file location, then drag the shortcut icon from that folder to your Desktop, and now drag the shortcut back into the folder. Did either of these help?
