Strange Cursor XP Behavior

I updated my video adapter from an ATI Radeon 7000 AGP 64MB card to an ATI Xtasy AGP 128 MB (made by VisionTek).  Since then, the cursor (whether a Windows Default or CursorXP) disappears under some parts of programs (such as Object Dock, some context menus, some right-click menus, etc.).  I can still in some cases see the sursor well enough to tell where it is, and in others the area where it is changes color (depending upon the skin I'm using).  I have updated my drivers, the Catalyst Control Center, reloaded the standard Windows Skin as an experiment, and changed to regular Windows cursors, to no avail.  Anyone run into this problem, or otherwise have any ideas?

Non-stock HP Pavilion 751n (Modified)

1.5 MB RAM

Aforementioned AGP Video Card (with onboard video disabled)

1.8Mhz Pentium 4

1 internal and 6 external hard drives

Cable modem w/router and AVG Antivirus Plus Firewall

Microsoft has declared it "not going to fix." It happens to me occasionally, rebooting fixes it. It happens more frequently to some users, and not at all to others.

It appears that all I needed was a video card with more oomph -- my current one has 512MB RAM.
