how do i make an icon package theme with a regular icon pack?

i downloaded some icons from these sites, and i wanted to know how to make them into a theme, i dont know if some ppl use icondeveloper, iconworkshop,or something else, can someone help? thanks and happy holidays everyone

I use IconPackager, Its simple

View > Package Builder.
