[1.30][BUG] AI cast Tornado 3 times in one season

The description says that the cool down is 1 season.

Cheating by the AI upsets my squires and camp followers.

The cool-down would apply to one caster but keep in mind the AI might have more than one hero who can cast tornado. If you have several heroes with that spell in their spellbook they can each cast it once per turn.
