[9.13] Bug - Build times on nodes adjacent to cities

Not sure if intended; if a node/resource (ie : air shard, ogre lair) is adjacent to a city, it takes the city's build time into account.

Net result: Fell Dragon camp on level 1 city takes ~25 turns. Or I raze the city, and it takes 5 turns. Working as intended?

Also happens even if you already own the node. Built shrine on a fire shard and when city reached the shrine it rebuilt it.
