What happens after clicking that button is strictly in PayPal's house, we don't have any control over that. I'd talk to PayPal at this point, as you should be able to pay in other non-card ways.
You should be able to pay by PayPal. On the payment screen, make sure you are clicking the bottom most 'Continue' button:

It actually looks like the menu that appears when clicking on the Desktop.
This feature is not in ObjectDock. There have been some that have suggested it in the recent past, and the developers are looking into it. Of course, this is tempered with the standard 'no promises', blah blah, etc.

Have you changed the size of your desktop icons? Try right clicking on the desktop and under 'View', select 'Medium icons'.

Under 'Position', do you have the 'Reserve edge of screen' option turned on? Because that will grey out those options.
